Job creation by large, multi-national companies

It is widely acknowledged that multi-national companies create the best jobs as measured in salary, benefits, intellectually challanging work and quality of workplace environment. However, little is know about the HR staffing plans and external influnces to job creation. Does accelarted depreation work best, hiring tax credits, or overseas growth, or other tax policies.
