When Don Barden died, I looked up Inkster, MI, his home town. Inkster is a working and middle class mostly Black suburb of Detroit.
If you have ever been to Detroit you know right across the river is Windsor, Canada. According to the census, metro Detroit is richer than Windsor. Detroit had 308 murders in 2010. But Windsor is safe, clean and everyone has health care. When I was in Windsor I could not really find the "bad" side of town.
So, I just have to admit that Canada is doing something right and we are doing something wrong. But what is that exactly.

Government tax breaks to stimulate jobs
Almost every program and every lobbyist says that their tax break will create jobs. Government must have some sort too for evaluating the truth of these claims ?? Check the CBO or State offices. The number of corporate tax breaks is enormous so someone must have studied this issue.
Also, I would suspect, that many of these programs suport business that do not hire a large number of minorities.

Lazy behavior among unemployed
Some white, employed people are constantly pointing out "lazy" behavior among the unemployed ? Just what is "lazy" anyway ? Just how much time is spent performing "lazy behaviors" ?? What common sense adjustments must be made for time use.

However, little is know about the HR staffing plans and external influnces to job creation. Does accelarted depreation work best, hiring tax credits, or overseas growth, or other tax policies.
